General Statement of Duties

General Statement of Duties
Supervises, assigns, reviews, and participates in the work of staff responsible for assigned. plumbing code enforcement, and plumbing activities; to ensure work quality and adherence to established policies and procedures; and to perform the more technical and complex tasks relative to the assigned area of responsibility.

Minimum Qualifications (KSAs)

Knowledge of:
Cincinnati Basic Building Code. Pertinent federal, state, and local laws, safety codes, and regulations. Modern and older practices and materials of general building construction. Principles of plumbing, electrical wiring, and general building construction. Methods and techniques of inspections related to zoning and building codes. Principles of accounting and municipal budget preparation and control. Principles of supervision, training and performance evaluation. Construction reference standards, ordinances, regulations, policies and procedures. Internal plumbing systems.

Skill to: 
Operate a computer in performance of job duties. Operate assigned vehicle in performance of job duties.

Ability to
Implement and maintain positive employee relations. Promote and maintain the highest integrity throughout all personnel. Analyze and manage effective EEO/AA programs. Supervise, direct, and coordinate the work of lower-level staff. Manage administrative timelines and ensure the completion of performance reviews within established deadlines Select, supervise, train, and evaluate staff. Interpret and explain Building Department inspection policies and procedures. Prepare clear and concise technical reports. Interpret and explain Plumbing and the Building Code. Analyze building plans quickly and accurately. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work, including City and other government officials, professionals, and the general public. Handle confrontational situations in a diplomatic manner.



Required Education and Experience

Each applicant must have four years of full-time experience in plumbing related inspection work, with a minimum of one year experience as a Plumbing Inspector 2 with the City of Cincinnati. 

OR

Each applicant must have six years of full-time experience in plumbing inspection, construction, or maintenance of plumbing systems, with at least two years involving supervision, management, or oversight of plumbing permits, code compliance, and/or specialized inspection projects.

OTHER REQUIREMENTS 
Must have a valid Driver's License. 

Must have a Plumbing Inspector (PI) & Certificate of Competency from the Ohio Board of Building Standards (OBBS), and must be able to obtain a Plumbing Plan Examiner Certificate from the OBBS within two years of appointment. Must complete a minimum of 30 hours of related continuing education during each three-year period of employment in courses prescribed and approved by the Ohio Board of Building Standard for PI and PPE Certification renewal.

MILITARY EDUCATION & EXPERIENCE EVALUATION
Military education and experience may be substituted for college- level course- work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case- by- case basis based on the American Council on Education (ACE) Military Guide recommendations. 

Working and Physical Conditions

Environmental Conditions:Indoor and outdoor environments; exposure to office computer screens; exposure to extremes in weather conditions; work on ladders/scaffolds and on slippery or uneven surfaces; work around electrical energy and dust from construction; potential for high stress in emergency situations, entering high crime areas and/or vacant buildings. 

Physical Conditions:Duties require maintaining physical condition necessary for standing, sitting, and walking for prolonged periods of time; light and moderate lifting and carrying; kneeling, bending, climbing; general manual dexterity required; negotiate around construction site; climb ladders and scaffolding; work at great heights on roofs or other high places; must be able to operate assigned vehicle. 


Examples of Work Performed

Direct and participate in inspections of new building construction, additions, and alterations to residential, commercial, and institutional properties for compliance with the Building and Plumbing Code. Conduct inspections of specific internal systems (plumbing, HVAC, etc.) as appropriate to assigned responsibilities. Direct and coordinate inspections for licensing for state and local agencies. 
Participate in the development of policies and procedures; monitor work activities to ensure compliance with established policies and procedures; make recommendations for changes and improvements to existing standards and procedures; participate in the preparation and administration of the program budget; submit budget recommendations; monitor expenditures. Participate in the selection of staff; assign work to subordinate staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures. 
Review plans and approve permits as appropriate to the area of assigned responsibility.
Conduct inspections of plumbing systems as appropriate to the assigned area of responsibility; oversee inspection matters directly related to plumbing. Meet with design professionals, contractors, attorneys, and other professionals as necessary regarding proposed or in-progress construction. Prepare correspondence and reports as assigned; provide assistance to the Deputy Director, Division Manager , and the Director. Coordinate assigned inspection activities with those of other divisions or inspection agencies; ensure that staff adhere to established safety policies. Assist those contacted in the course of duty in an effective, efficient and professional manner. Perform related duties as assigned.
